Letterboxing?

I can not seem to figure out how to do letterboxing of a video in Reaper. I have done all sorts of other things with videos in Reaper. Anybody have a clue or want to toss me a bone on how to do this?

Look at my code in the post above. It allows you to trim a video to whatever aspect ratio you like.
