Drawing delays
I've been using Reaper for awhile and lately I've been getting a lot of tracks that need delays to fill in the spaces. I'm not needing it for enhancing or making the tracks fuller, need it for echoes. The problem is I don't know how to draw them, instead I have to section out each part I want for the delays from the main track and copy, paste it, and position it on a separate track. I know you can do this in pro tools but not entirely sure if its possible using Reaper.

Many ways to do this, depending on what you like.
1) Set the appropriate delay on the track, automate the wet-amount.
2) Use item fx
3) Use send to an fx-track, 100%wet 0% dry, automate
4) duplicate track, nudge it 1/4 back (or whatever) and automate volume (or similar)

I only need to delay specific words or phrases, not the entire track. Is there a quicker way of doing this?

yes :
- split your track.
- drop a delay plugin as a Item FX on it ;
- once you have the correct settings, just copy/paste your item FX on each slice you need to have it applied : done !

Or you could just put the delay on the track and create an envelope to set the bypass on or off as you need it.

?
Just default to envelope 0db, and pull it up where you want it.
