You can use any theme with Reaper v6, just like you could with earlier Reaper versions too.

Vector GUI. They are wasting their time with walter and pixels.

Drawing images is quicker than rendering vectors.

I vote for adXok in making a tool that creates the needed images through a vector feeded engine.

So we have walter and vector

Drawing images from what perspective? That of a skin creator or from computer's generation perspective.
Images require a proper resolution and three states (off, mouse-over, on).

Also with vectors you can manipulate the vectors INSIDE the cluster of vector, which form the button.
With pixels on a ready to use image you can not manipulate the pixels and they will either get stretched, pixelated or be too tiny to read.

I think WALTER could be a rocket launching tool for vector manipulation on images. Imagine this...
WALTER code to manipulate the button to pulsate or get brighter/darker. Now imagine doing that with pixel images and imagine doing it for 4K, 8K. Size matters.

Delegate all that vector work to the GPU, because you won't be playing games whilst in Reaper, I can guarantee you that! So make that GPU do something whilst mixing in the DAW!

I know it sounds much simpler in words. But that is the future.
FL studio is freaking eye candy awesomeness although they stick to one basic skin in general.

A themecompiler would be nice. You throw in your needs ae vectors or as the description of those and the compiler spits the theme. That are both persectives of course.

Vector based creating of images during runtime of REAPER would be same pure waste of energy as creating websides that deliver static content with the help of php f.i.
GPU could be a way. But luckly we don't have to look at computerspecifics concerning graficcards when using REAPER as a DAW. REAPER can run on very small hardware like raspberry. Maybe it's wise to keep this strategy.

And you can make pulsating knobs with a bunch of fixed images. I dealt with knobfiles just to achieve this.

The pulsating knob is just a simplification for the sake of argument. With vector you can change shape of symbols inside a knob, dynamically (via interpolation of simple Bèzier curves - like all font typeface use to type letter on the screen). Ok, you can animate this with images, but the amount of work for animation... whatever.

Also, if there is no GPU or low RAM (although Ii want to see you produce music with less than 4GB RAM nowadays), reaper Default pixel based theme could be used. It is not going to disappear, I see no problem with that.

Or you could use some 'static' default vector based theme with no GPU or low RAM.
