Ok, So, I was having issues with latency compensation. My recordings were always off time.
I went and followed these steps outlined in this video for manuial offset:

Everything seemed to work correctly. I found the latency, put it in myself. did it all in a small project with just one track in it, and did a test recording, and it all went beautifully.
So, I went and started my project, or maybe had to restart my computer first actually.
Now once my project loaded, it no longer plays back correctly. Even with my buffer at maximum settings, I get playback as though my buffer was way too small. I THINK I changed all the settings back since to what they were. I have since restarted my computer a few times.
Any ideas on what it could be?
Something else weird is that if I use my "direct sound" driver instead, I STILL get similar yet different cutting out and stuff like that.
All other audio everywhere else in windows appears to be running just fine.
It's also rendering insanely slowly.
EDIT: a strange development, I rolled back to a previous project version, where I thought the only differences were some EQ, and it seems to playback just fine.
