Default [v6.08]Docked MIDI Editor causes GUI glitching across entire system

I tried troubleshooting this issue for a few days, and couldn't isolate the problem. Decided to come here and see if I could get some better eyes on it.

The issue:

Open MIDI item
toggle midi editor to be docked within edit window
undock and close midi editor window
RESULTS in a portion of my REAPER window glitching into a black (or)/white box. Acts as if I'm interacting with my desktop, but does not show the desktop.

The only way for me to clear this issue is by restarting my computer. If I have any other applications in full-screen mode (i.e. Firefox, Steam, etc.) they are affected by the GUI glitch as well.


The things I have tried but did not help:

- updating all audio and GPU drivers
- Making Reaper Windows "Always on Top"
- Clean reinstalled Reaper
- disabled SWS/S&M and reapack completely
- disabled all non-reaper plugins
- tested on different computer (my laptop cannot replicate the issue)

MSI z270SLI Motherboard
32GB DDR4 RAM

I've had this too. Also happens in 6.10.

Win 10 Pro
Ryzen 5 3600
16GB DDR4 Ram
EVGA GTX 970
MSI B450
