"just to feel" or "to just feel"?
does the order of words here matters?
what is the basic rule? are both acceptable?

There could be a subtle difference in the meaning, but it would mostly depend on context. I think it's a stylistic choice.

One might be more correct than the other, depending on what you're saying:
"I turned the mid knob down so I could feel just the bass" - This is using "just" to mean "only", as in wanting to feel only the bass and not the low mids.
"I turned the speakers down so I could just feel the bass" - This is using "just" to mean "barely", as in turning the volume down until you can only hear a tiny bit of bass.
However, most of the time, I don't think any English speakers will have difficulty with you using either of them.

It depends on the context, but 'just to feel' would be correct most times. Incorrect usage is unlikely to lead to misunderstandings, so it doesn't really matter.

It's placement inverts the subject verb of the intensifier:
I did it just to feel it.
I did it to just feel it.
The difference is indeed subtle but in this case it could be that, in the first example, there is a slight hint that perhaps others have felt it and you know sort of what it would feel like but you want to find out for yourself.
In the second case, it's more ambiguous in that you could already have felt it before.
In actual use though either is going to be interpreted both ways depending on the context of the words.
For example the above sentences do not work here:
I did cocaine just to feel it.
I did cocaine to just feel it.
Now we know for sure, in the first case either he's never done cocaine before and wants to know or he has before and is just doing it again in order to feel that way again.
In the second one we don't know what 'it' is. 'it' could be simply the feeling of the high or it could be something from a previous sentence like 'I really love the bass in EDM music.'
This is a good example of where some languages have weak points and why translation can be difficult for more reasons than simply non-existing words or ideas.
Take french for example:
Je n'ai cocaïne juste pour le sens
It's the only way you can say it. You can't switch pour and juste, it doesn't make any sense. It would be like saying 'I did cocaine to/for just the senses'. Totally different meaning, but more importantly one totally different meaning.

Honestly, I think the difference is micro thin. It's more a matter of whichever sounds best in the context you're using it.
