Default Slow Plugin loading after crash

So, Reaper closed on me earlier. It RARELY does this. But afterward, I'm now noticing crazy load time. Cleared cache...etc. Having a hard time finding stuff. Re-pathed everything...still issues. I've both "repaired" the waves plugins that keep sticking...and reinstalled them as well.

I've also reinstalled the latest (same as I had) version of Reaper. Nothing has helped...

There's two Waves Plugins (keyboards) that - when scanned - say "VST not responding...blahblah...terminate or wait" I wait, it goes away. They "do" load. But it's CRAZY slow...and even duplicating those tracks is slower. What the heck happened? I even deleted all the extra paths and just did the "add system VST paths", so this should be a minimal amount of stuff.

Update/Info (maybe this will help)

VST paths that work...

C:\Program Files (x86)\Waves;C:\Program Files (x86)\VSTPlugIns;C:\Program Files (x86)\Common Files\VST3;C:\Program Files\REAPER (x64)\Plugins;C:\Toontrack

System paths (where I have issues)

C:\Program Files (x86)\Steinberg\VstPlugins;C:\Program Files (x86)\Vstplugins\;C:\Program Files\Common Files\VST3;%LOCALAPPDATA%\Programs\Common\VST3

...
Could that "%LOCALAPPDATA%" be the issue?

eEDIT THE LIST TO REMOVE THE %lOCAL dATA BIT & SEE.

SAorrt about the typing & typos... arthritic hands doing badly today

No worries. I did edit the list...and it does solve the problem. But I'd like to figure out what happened, in case there's a more serious problem looming
