Metronome Count-In: Static number of beats

Request: Add ability to add a static number of beats for metronome count-in, rather than just having a dynamic count-in.

Benefit: Makes it so that having a static count-in is possible, as opposed to a dynamic count-in that change depending on what beat of a measure your mouse has selected.

Reason: I've been using the "count-in measures" to always add a static 4 beats when recording. However, since the count-in dynamically changes depending on which beat of a measure you have selected, I've performed the following method for years now, and it's quite annoying:

To get 4 beats counted in when:
* Mouse is on 1st beat, I put 0.8 count-in measures
* Mouse is on 2nd beat, I put 0.6 count-in measures
* Mouse is on 3rd beat, I put 0.4 count-in measures
* Mouse is on 4th beat, I put 0.2 count-in measures
