You mean the VU and input dropdown? Just Pixelmator, it is mac exclusive but it's just like Photoshop for dummies with less features.
With the buttons, I personally like them to really stand out from the TCP background regardless of if they are on or off which is why I really like the dark off buttons in V3 at least, and why I started mashing up this theme because the buttons in the V4 theme don't stand out very much.
Somehow Pro Tools manages to not have a drastic contrast between the buttons off state and the track panel background and it still is easy to use and read though, wish I could figure that out.
I LOVE the Pro Tools UI so much But even when you start copying the elements exactly into Reaper it looks like crap in comparison. Bah.

Arial, bold for the track titles, regular everywhere else.

Hmmm, I was really digging the buttons that way. Maybe you or someone else would like to mess with it yourself? Here's the blank button. I'll I've been doing is making the selection your see here and using the "colorize" thing in GIMP to change the color and adjust brightness and saturation. I can't be sure from the website, but I'd guess pixelmator would have something like it. I'll make another pressed state blank.

Actually, I don't think I can resize the Rado pressed state without it looking like crap. Sorry. Maybe a themer could make a pressed state for that button if you wanted to use it still?

Not sure if I will put any more work into it, it takes me way too long to make icons and stuff since I am literally drawing them one pixel at a time with the pencil tool because I am useless and don't have access to Illustrator or anything. I'm happy to use it as is anyways so maybe others are as well. In a perfect world the styling of the TCP buttons and toolbar buttons would be more consistent with each other but what can you do. Nothing revolutionary here folks but a very usable theme in my experience because of the good TCP layout and nice contrast.

Also for the tint strength settings, I'm guessing your using 2 for selected and 1 for unselected?

Started working on some PT inspired buttons (from scratch, with no instructions, trying to learn here, haha...)
Making progress I think. To me this looks like a pretty pro GUI element?
