Default Plugins learn - midi feedback

Is it possible to implement a new function, namely midi feedback to learn in plugins so that after changing the plugin the controller has downloaded parameters? In this way, you could configure the midi controller (bcr 2000) for plugins, and save these plugins as fx chain.

Check out ReaLearn. There are also things made specifically for that controller to be used in Reaper, try a searchy.

I know relearn, and for me this is not the fastest function - and sometimes even configured relearn does not load settings ... The fastest and the simplest function is "learn" from the plugin - but this option does not work midi feedback. Is it so complicated that you can not send parameters to the hardware controller?
