Cycle actions, inserting actions

I am sure i am doing something daft but if I highlight the action I want to insert into the cycle action and then right click in the cycle action window to insert it I don't get the action number , just a zero.
When I enter the action number manually it works fine. Am I missing a step in copying the action across?

I have found a work around. Right click and select add in the right hand CA window, copy the command id for the action then Ctrl V in the box in the right hand CA window you have just created.
Not as elegant as "insert selected action from action list" but it works.

I wonder why the approved way is not happening.
