Default Cores or GHz

I'm looking to run Reaper on a new I7 laptop with win10 64bit. Within my budget I can get either a dual core 2.8Ghz cpu or quad core 1.8GHz cpu. Cores or GHz, that is the question?

Would appreciate any thoughts...

Rule of thumb for audio is still GHz before cores.

The 1.8GHz machine is a lower powered laptop aimed at social media use. Kind of early 2000's spec there. Definitely the quad 2.8 vs that. However, if budget is a concern, you can find 2.2 - 3.6GHz quad core i7 machines from up to 7 years ago on the used market. Sometimes the price is less than half vs a new lower powered machine. Pretty easy math there.

I'm looking at buying new laptop too, and thinking of i7 8750h, which is 2.2 and turbo 4.1 and 6 cores. From what I saw it performs like i7 7700hq, which has higher base clock of 2.8 but turbo only 3.8 and only 4 cores. I was considering 8700 but those laptops can get really noisy. It's really difficult to make a decision.
