Default "all notes off" breaks sustain pedal?

Hi there - the sustain pedal wasn't working on any of my VSTi's (which all work fine in Steinberg products).

I noticed (with ReaControlMIDI) that every single time a single note is hit on my keyboard, and released, an "all notes off" (CC123) is sent to the VSTi. This is not sent by my MIDI keyboard: inspection in Steinberg, inspection (without Reaper) in MIDI Translator, etc, all show just the note on/off, so it seems Reaper is inserting this? (unless my keyboard does send it and Steinberg products were stripping it).

The result is that the sustain pedal doesn't work. When I insert a JS filter to prevent the CC 123 from coming through, the sustain pedal works again.

Anyone else see this behavior?

Reaper 4.151, on Windows XP SP3.
