Toggle enable/disable default fadein/fadeout - Not Working

I'm trying to use this action for when I create a split - sometimes I want the fade in/out and sometimes not.

I created a menu button for this action and I've assigned the letter 'X' as a keyboard shortcut.

The shortcut works, as pressing X does turn the action on/off in the actions list.

But when I create a split there is no fade created. Pressing X does nothing.

I know some actions depend on others but so far I can't find it.

Using Reaper v. 7.11

Still doesn't work when simply selecting an existing clip.
