Support Steinberg / Presonus VST / VST3 HiDPI extensions

Hi,

it's very nice to have HiDPI support in Reaper on Windows.

I noticed it doesn't however (yet) support the following extensions:

• Steinberg VST3 IPlugViewContentScaleSupport
• Presonus VST2 opcodes for HiDPI

These allow the plug-in to declare itself as DPI aware, regardless of Windows version,
and respond to DPI scaling changes accordingly.

I believe this would be a very nice feature to have.
