Default insert delay for realtime AV sync

Hi all,
I need to add a realtime audio delay and then output the audio to sync with a video signal in OBS and then send it through the HDMI out of the pc.

Can this be done with Reaper?

I just found a prog "VB-audio" that creates virtual input/output to connect Reaper with OBS.
So I only need Reaper or a VST plugin to add a delay to the incoming audio, let's say about +450ms ...

There are lots of plugins that provide a delay. E.g. ReaDelay comes with Reaper.

Maybe there is a misunderstanding on the term "delay". I don't want to add a delay to obtain some echo effect like ReaDelay does.
The "delay" I want is more a time alignment thing: i.e. 1500ms of delay: I say "One" on a mic and instead of immediately hearing "One" on the output, I want a silence of 1500 ms and then I can hear the non-processed sound "One"...

Good, but it seems not perfect for this use: for example if I put an extreme value like 2000ms, just to detect well the delay, and say one only word, I get the initial 2s silence followed by the word, BUT after another 2s I can hear at a very low volume, another instance of the word... like an echo.

What I want is only a retard of the sound, like a buffer of the input sound delayed on time to be heared then unaltered. One program that do this, but not precisely on ms only fractions of seconds, is "radio delay": https://www.daansystems.com/radiodelay/

I would like the same result with ms on Reaper.

ReaDelay with feedback and dry = 0 does exactly this.

But there are several delay JSFX plugins as well. maybe in the stock collection but definitively in ReaPack.

I'm no audio expert, I'm trying this but not getting the result...
My config:

x32 connected with USB, in mode 2/2 this Routing:
Input: Aux 1-2 = Card1-2
CardOut: P16 1-8
P16: 02 = DirOut ch1 prefader
My Mic on ch1


In Reaper:
I have a track with Input mono from ch2, EDIT Record: Output, Monitor:Input.
Then I press Fx button and add FX ReaDelay and set it:
Wet=0 ,Feedback=0 and Length (time) = 2000ms
Well, the audio in earphones is realtime without delay from mic and after 2s I hear also the same audio echoed plus at infinite the same sound reapeating...

So, total fail...
Please, tell me what I make wrong.

Instead I solved with Voxengo, thank you Bobf!
The low volume sound delayed I previously heard was the delayed sound on my earphones near to the mic, captured by the mic and re-delayed...
You can't monitor this thing, you set it and it will work, period.

I'm still curious on ReaDelay...

Gotta be careful with numbers. In ReaDelay, a gain slider displaying 0 means 0db means unity gain. You want Dry and Feedback set to “-inf”. Then it should do exactly what you want.

Supposedly ReaPack -> Dual Time adjustment +/- delay is most exactly controllable: just type the numbers in msecs or samples (and view in meters)
