Default MIDI stuff

I'm just starting to do MIDI in REAPER.

It needs local on/off, mono/poly mode, all notes off, reset controllers, all sound off now - aka MIDI CC 120-127.

It needs aftertouch.

It needs controller names instead of numbers.

It needs an event view. Sorry, there's just no other tools that do this job. When you need to arrange 10 MIDI events in the proper chronological order, a few milliseconds apart, recording from a keyboard just doesn't cut it, especially if they're commands that a keyboard won't send.

It needs a way to transmit & receive sysex. Editing is not practical, but you have to be able to send chunks of data and save them. It's the same functionality as VST's fxb files.
