Cannot open FX window and plugins (SOLVED)

Hello everyone, I'm just facing very strange issue that never happened to me before.. I cannot open plugins in some tracks, in one of my projects. When I click fx button, no window will open, if i go to the mixer window, from there I can see the plugins in insert, When I try to click any plugin the plugin won't open.. the track is playing, plugin working, but I cant edit the plugins. However some tracks in the same project work ok..

I tried to save the track as a template and open in a new project but no succes.

In case you found my post less intelligible (Sorry English is not my strong suit)

When I press fx button see here:


Normaly something like this will open:


in my case nothing happened.

If I click the plugin in the mixer insert


Some plugin will open, some will not. This happens just randomly with different plugins. It has nothing to do with RAM or CPU.

In a case somebody will have the similar problem. I found out what was the cause. It had not anything to do with Reaper but I had some weird double screen settings in Windows 10

I use only single screen but I found that when I move my mouse right, the mouse continues like if there is another screen but only in top part of the screen. So I went to display customize settings and I saw this:


however I couldn't disable the second small monitor. Then I found the way. Just press "Windows + P" and then select PC screen only. That's it:
