Default Scrub preview MIDI: edit cursor doesn't follow / is sluggish

I have assigned "Scrub preview MIDI" to a mouse modifier.
When I scrub over the notes in a moderate tempo, the cursor doesn't follow.
It catches up, when I scrub really slowly, though:

confirmed only on windows.
On mac, that works.

Revisiting this: it only happens, when the MIDI Editor is NOT docked.

@Devs, can you shed some light on why a lot of ME related things are faster when the ME is docked?

That's interesting, I believe devs were talking about Windows having poor window refresh policy somewhere. I guess if vst window could be docked, framerate would also be better.

Meanwhile this one preserves in docked MIDI editor:

Yes, I also think a lot of visual issues I'm experiencing are coming from a poor refresh rate.
