Default MIDI editor: notes in inactive items don't obey Snap settings



(probably ignore the "maybe tempo related" text in title, i deleted my tempo changes and got the same behavior)

ok, so if i'm in an active midi item, notes obey my snap settings. then, if i scroll to an inactive item in the midi editor and try to do the same, i can't get the note to snap to grid. when i make that midi item active, i am again able to snap note edges.

this active/inactive bug nest is now officially my pet issue.

new weird behavior along these lines (found when re-testing this BR on new pres)

1- create midi item with a midi note (that doesn't start at time 0)
2- duplicate it on the track
3- enter the first midi item
4- reach for the first note of the inactive 2nd item
5- drag it backwards. it "sticks" and sometimes if you move it fast enough, it moves the other, unselected notes.
6- experiment thusly. you get some strange results.

EDIT - unable to reproduce on dev1214. this gif is from 1213. more testing required.
