Default howto: be in overdub, but while stopped?

a great feature from some old hardware midi sequencers was this:

you could be stopped, but in record mode, and enter notes/ccs manually via controls

for example, if you're stopped and want to dial in a CC event to drop perfectly at that moment, you could move your edit cursor to exactly where it might be, hit overdub, and drop in the CC by moving your controller to the correct position, all without playing the composition.

is this possible in reaper? probably through the automation modes, but being able to do this with recorded midi would be helpful too.
