Media Item Bottom Half Modifiers No Longer Work With Smal Track Heights

The latest update (5.98) has made it so that there's now a minimum track height required in order to use the media item bottom half mouse modifiers. If the track height is too small I'm unable to target the bottom half of items with the mouse. In previous version I was able to use the bottom half modifiers even if the track height was minimized.

I'd love to see this get fixed. It's really slowing things down for me.

Setting "Disable targeting bottom part.." to 0 seems to do it here (it's locaed in Preferences -> Mouse Modifiers -> Context: Media item bottom half)
