Add the ability to re-order FX Parameters

This would really help for third party control surface extensions which can read the parameter list and map to hardware controls. (i.e. DrivenByMoss being an example).

Many plugins have an illogical order by default, or the parameter names are overly long.

It would be great if REAPER could somehow manage a custom order based on user choice, and/or apply aliases to parameter names for control surfaces which feature displays.
