Default CMD key to CTL key mapping

Is there a way to globally swap the Ctl and Cmd keys around so that they are similar to a windows keyboard orientation? There are just waaaay too many actions to sit there and remap them one at a time.
I'm surprised that search didn't come up with someone trying to do this before.

I run a portable install on windows typically but there are occasions where I am stranded and the only machine available is a Mac. Am I wasting my time?

This doesn't answer your question directly, but it's possible to use a PC keyboard (eg Logitech wireless) with your Mac and have the keys re-mapped there so it's exactly the same layout as on a PC.

That's how I work across both platforms.

System Preferences -> Keyboard -> Modifier Keys

you can swap cmd and ctrl there as well.
