Default win Reaper in wine quit discovering midi devices

This is in Ubuntu-Studio 19.10. Linux Reaper finds the midi devices, Harrison Mixbus does, standalones like Yoshimi do etc etc. This has been a solid setup for over a year.

I didn't upgrade wine (wine-staging 5.10)
I've tried different Reaper versions
Installed them in .wine's folders
drive_c
users
users/me
users/Public
Program Files
and within a REAPER folder, and not.
With and without virtual midi ports.
I've swapped out .ini files from win Reaper from other partitions
with different versions of wine, different distros (all of
which work fine) ...but to no avail.
Is there a commandline way to start win Reaper so that it scans midi ports,
similar to vst scans?

Another issue appeared, Reaper started scanning dx plugins at startup, then hangs immediately (fixed by adding a line to the .ini telling it not to scan dx

As I said, other daw/softwares find the midi OK on the same linux with few updates since 19.10 was released, mainly web-browsers and some common synths/plugins...

I never could sort this with any certainty of where the problem
came from. It was as if the one poker card needed for a flush or a straight,
had fallen on the floor un-noticed, and in each new hand,
it was always the card my luck needed...

There was some corrupted something somewhere, and in the end,
I had to purge all traces of Reaper, then rename my heavily-laden .wine folder, and upgrade my wine version (barefoot in the glass-recycle area)
and finally move back my musicians content to the new .wine,
knocking on the wood-grain particle board, and tossing salt.

And oddly, wineHQ fails to mention wine-staging for Ubuntu 19.10 in it's binaries list.

It goes from 18.04 to 20.04, to 20.10...

Followed by the wineHQ repository failing to go beyond wine-staging 5.12,
whereas Ubuntu 20.04 has wine-staging 5.22 listed.

Maybe some C libs tomfoolery...
