How To Do Some Settings Permanent On Reaper?

I lost these settings everytime I open Reaper.

1) Track Settings
+ Record Arm On
+ Record Monitoring On
+ Input : MIDI - Nektar Impact LX61 - All Channels

2) Metronome Settings
Count-in Before Recording

I think these three steps may solve your problem:
1. Set up a project with the setting as you want them.
2. Save this project.
3. Set it as default new project.

If you want a default FX chain for all new tracks, set up a default track template in a similar way.

EDIT: Dang! Beat me by a minute because I stopped to look up page numbers!

For #1, look into creating a track template and/or a project template.

Track Template = p. 57, 116

Project Template = p. 57

I don't know if it still applies, but in the olden days some settings would be made permanent project settings when you went File->Project settings... and hit "Save as default project settings", even when they weren't part of the Project setting dialog.
