Man this song was done in 1999.

What the F now its 2014...where the F did they get those sounds, i can't even find 1 that good, am searching through tons of libraries, what did they have back then to do this

The tracks uses a sample from ' Get on the Good Foot ' by JB (who else) and also a Howie scream, chopped and with added verb.

They cut up the sample and layer it with additional sound. It's serious work and this track was an excellent example of how using samples (properly) is an art in and of itself. It's nothing like the dime a dozen 'pick an 80s hit and filter it' junk you hear often these days.
