Default Reaper Maxing Out CPU after Windows Update?

Hi. I've been working on a project without any problems for a while, i came in today and found that Reaper is telling me that it is maxing out my CPU when i have only one track unmuted and with only a handful of plugins on the track.

In the screen shot below you can see that the track itself is only reporting 8.4% use of CPU, Total CPU is 23.5%, but the RT CPU amount is almost 90%. But Windows Task Manager is reporting a total CPU hit of only 34%. This same thing happened to my studio computer a couple of weeks ago after a Windows update too. A couple of other people on the Facebook Reaper Users Group are also reporting that the same thing has happened to them

Anyone got any ideas on this?

I am having the same problem with a very similar hp laptop but using w10.I am getting glitches even soloing a single track.I have updated the bios and all relevant drivers etc.

I found my problem, traced it to 6 instances of Waves Greg Wells plugins ( new additions to my vst folder).I stemmed out the tracks,deleted the plugins and the mix plays with no problems at all.now I can get back to work.
