Default Mouse wheel behavior with 32 VST x64 Reaper

I use some VST x32 x64 Reaper with the setting "Embed bridged UI".
When I utiise the mouse wheel to set a plugin button is the preset list that scrolls unlike x64 native plugins.
I can not find how to solve this problem except progammer buttons linking paramêtres in views of the slopes.
Maybe you have a practical solution?
Without changing the behavior of the wheel to the other functions.

Your English is pretty good

Just to check: when you load an "embedded" 32-bit plug-in in Reaper 64-bit and scroll the mouse wheel over one of the plug-ins knobs, the preset list scrolls rather than the plug-in's knob itself.

What happens if you turn off the embedding for the plug-in?

I think that this is an "embedding" problem. The mouse-wheel change is not getting to the plug-in.

If I use ST3 (a 64-bit plug-in) in Reaper 32-bit and embed it I get a similar issue (and some graphics glitches); if i disable the embedding that it works as expected.

If "no embedded" list of preset not scroll and the buttons work, but another window appears that I do not want.

Understood, but does the knob that you are scrolling the mouse-wheel over change as you want?

if I point to an example of the plugin button "gain" it works if the plugin is compatible with mouse wheel and in "no embed"
