Default Two Notes WoS plugin not loading after saving project

While working on the project, in order to get WoS (wall of sound) to load and function, I must first edit the "Vst plug-ins > VST plugin pathss > Delete and Add the folder for the Two-Notes WoS (C:\Program Files (x86)\Vstplugins). Then a clear cache and rescan paths will allow the plugin to load. If I save the project and close and reopen Reaper, the plugin will not load.

I have:
reinstalled the WoS .dll
I have edited the Plugins Compatibility "VST bridging/Firewall > In dedicated process per plugin.
Tried to Rescan and ClearCache and rescan of the VST plugins path (this will not work unless I re-edit the path as described above.

Reaper v5.965
Windows 10 64 bit

Updated:
It appears that changing the WoS UI status (FX > VST: Torpedo Wall OF Sound > UI button) allows the plugin to load.
