Reaper can't start

When I try to launch Reaper, it is stuck on the loading at this stage :

"Loading plug-in: reaper_explorer.dll"

It happens after I uninstalled my audio interface driver (steinberg ur824). I was doing that because I had trouble on another daw with the audio interface.

Does this happen when you're loading reaper without any project? Or does it happen while loading a specific project?

Do you have any slow network drives connected?
