Default Limiting the darkness range of new tracks

Not exactly a Theme question, but I figure this is where folks who dig into colors check in : )

I'm trying to accomplish this with SWS color management, but failing. What I want to do is to be able to limit the darkness of tracks added, so that tracks added are always bright and legible, with none being darker than slightly darker than white. I'm assuming it's possible to set the range beforehand, but being able to tell the project to adjust track darkness (well, color, but that's not the issue, it's how dark the item backgrounds are when a dark color is given to a track. But it's part of the color choice) to be within a limited range.

Can this be accomplished with SWS and then saved back with the resaved theme? Or if this should be done at the Theme Tweak level, how would one change it to this?
