Default Oscii-Bot vs EEL

Sorry for the dumb question, but I'm confused. What is OSCII-bot? (Yes I've been to the OSCII-bot homepage)

Is it just additional libraries for EEL2 to work with OSC? If so, why is it another piece of software rather than just EEL functions?

If it's another language, is there an IDE? Does it use the same Script Window as EEL?

It should help as osc/midi <> osc/midi conversions, as external .exe program. Its language is same as for jsfx, eel, I guess. Or almost same, devs know better. Its source is in github.

I use it for example for changing Reapers bpm from incoming program change events on midi channel 9, according to a pre defined logarithmic bpm values list. So in that case program change on ch 9 is just tempo selection for me, not sound selection or arp pattern selection, for example. Those you can change using other midi channels, for example 1..6, or 11..16.

How does it integrate into Reaper?
