Can a theme be altered to suit taste?
I've come across a few themes here which I like but unfortunately there are always some things about them which I don't care for. Like the Paula theme. I really like the buttons but the dark grey background is too much. And I don't really care for the color of the meters being blue/green.
So I was wondering if I could download the theme and somehow make some changes to it. Like lightening up the background and maybe changing the colors of the track meters.
Is this possible?

No problem at all! Just have a look into Options -> Preferences -> Appearance -> Theme
There you can change nearly everthing so it will meet your needs.
Additionally very helpful is the theme element finder

How would I change the color of some of the buttons? Like when I pass the cursor over the solo or mute or record button I'd like to change those colors. But I don't see a way to do that.

Okay. Maybe i misunderstood.
I think then you'd have to edit the underlying png files or create new ones.
But the theme-artists here will certainly be of more help.

Okay e.g. the track solo button.
The responsible file for it is the track_solo_off.png
It has three symbols.
First the one for untouched.
Second for hover.
Third for click.
So you'd have to open this file with an image processing program and change it to your needs.

I would strongly suggest reading some of the sticky threads in this section, particularly the Inkscape tutorial and the Theming with pink bits ones.
Entire themes can then be accomplished if you are studious and patient.
If you just want to hack themes though, you can swap images from the folders of the themes where you like some those buttons into the folders of themes you wish to improve, that's a good place to start anyway.

I tried downloading the pink bits tutorial but it just froze when I tried. And the link that Justin put up didn't work.
I wonder what in the world is pink bits.

Probably stashbox was down for a while. I've tried it too.
But now it works again.

How do you change the color of the wavelength? You know the media item wavelength? The thing that represents what you've just recorded. I've been looking but haven't found it yet.

In Options -> Preferences -> Appearance -> Media -> Tint media item peaks to custom track colors
And right-click on a track pane brings up the window where you can choose "set track colors to custom color..."

Okay I'm experimenting with the Stumn 201 Theme which is very similiar to the Clear Day theme. What I'm trying to do is lighten the overall interface on the Stumn 201 theme so its closer to the Clear Day theme.
But it seems like no matter what I do I can't find the items that control how the overall interface looks. It always stays the darker grey color that the Stumn 201 comes with.
Where do I need to look?

I've done a post outlining the basics of Reaper theme editing HERE. Hopefully that'll get you on the right track, if not please shout!

Well I still haven't had much luck lightening up the basic interface of the Stumn 201 theme. Maybe I'm adjusting the wrong items but I've adjusted lots of them and it just stays the default darker grey.

That may well be because the elements you are trying to change have a png image that overides the colour setting you are making. You'll need to make an edit to the image itself to see any change. Give that a try?

The Theme Element Finder isn't what's gonna do it. It appears that lists many indivdual tiny elements. It doesn't list the overall GUI. There are .png files in the Color Themes folder, but once again it shows things like panvolthumb and mcpvolthumb and stuff like that.
Seems to me there should be a simple way to lighten the entire interface in one or two easy adjustments.

'fraid not.
Unless you can use your Image Editor to do a batch operation of several .pngs at a time.
