Default Key code mapping discrepancies between PC & Mac

Why does REAPER interpret key codes in the reaper-kb.ini file differently on Windows vs Mac? There are dozens and dozens of examples, but here is one.

The key code
Code:
KEY 32 33
shows up as Control-! on Mac and Shift-1 on Windows in the REAPER Action List.

This seems like a pretty major bug to me, because if someone attempts to use the same keystroke on both systems, it won't work!

But if there is some important reason for this discrepancy that I am missing, then please explain, and tell me where are all these dozens of keystroke code discrepancies documented?

Furthermore, 33 is Unicode for "!" NOT "1" so the Mac REAPER interpretation of the keystroke combination for
Code:
KEY 32 33
is the correct one, i.e. "Control-!".

Windows REAPER has dozens and dozens of similarly incorrect keystroke interpretations.
