If marker A is partially covered by marker B, as happens if they are seconds apart and zoomed back, if you want to move B and you touch it where there is any A underneath, it moves A instead of B. You can only handle it be touching where there is no A underneath. The only way to move B might be only a tiny sliver on its end, impossible to do zoomed out and hard even zoomed in. In other words, markers that have another marker partially under it seem to default to a behavior where the only handling precedence or priority it has is area where nothing is under it. Wherever another is under it the underneath one takes handling priority, making handling uppermost marker difficult.
