Default How to Get Rid of Midi Device Error Message in Reaper?

My friend (another Reaper user) gets this error when launching Reaper

He gets this Popup every time he launches Reaper. How can he get rid of this popup?

When I hit that error repeating at startup, I eventually did two things.

1. Use the startup for Reaper with the shortcut that resets reaper audio settings. This is setup when you installed Reaper. Obviously when you start Reaper it asks if you want setup your devices, so a clean try again as it were..

2. I avoided any midi settings for OSC/Web Controllers etc, that my midi device manual suggested (Novation Impulse 25). It was settings here that seemed to be the cause of issues for me.
