Default how to select just one MIDI note?

I don't recall this being an issue before, so I think I may have accidentally toggled a setting. When I click on a note in the MIDI Editor, it selects all overlapping or adjacent (touching but not overlapping notes), and occasionally a note or two that is nearby but not touching. What I'd prefer is to just select the note I click on. Any insight is much appreciated!

hm, i tried some different mouse-modifier settings, to no avail. I then did a separate portable REAPER install, and using that with all the default settings, it selects one note at a time like i want it to. The mouse modifiers in my main installation are the same, but still this strange multiple-selection behavior. I'll keep hunting! It's got to be a hidden setting.

What's also weird is that initially, it seemed like it wants to select any overlapping/contiguous notes, but if I enter a bunch of notes above each other, a single click on one note selects (seemingly) random groups of them, but not all of them at once as I would expect.

Does it repeat the oddball behavior if you are entering notes from a midi controller of some sort?

Does the mouse otherwise seem like it is functioning correctly?

Does a different mouse with the same setup do the exact same thing?

deleting the data folder and reinstalling did the trick, although for some reason my key-bindings didn't reset. which is good, but puzzling.
