Just would like a sort of 1 minute range marker I could move around
Any ideas on how to do this?
To explain better, I have an audio file, and I need a sort of template or something that can show me a minute range, so i can slide it around and see what is a minute on the piece of audio I have.
I think so far the best I can come up with is a minute long item on the track underneath. Any other ideas?

Make a region 1 minute wide, then move it using ALT+SHIFT+DRAG.

prolly you are covered now but you could also put a track with a one minute item [say a black midi item]
then move that item around and if you dbl clk that item you'd get a time selection the size of the item...

Ya, I was thinking of something like that too.
