Options, Show REAPER resource path in explorer/finder. From there you will find all Reaper resource files and folders. For the shortcuts the file you want is reaper-kb.ini. You could simply copy it and drop into the same Reaper resource folder in the other PC, replacing the ini file that is already there. Safer not to run Reaper in that other computer while doing this, or at least restart after the change.

But you can also export/import all Reaper settings safely in Options/Preferences/ General, Import & Export configuration. Tick all the options you need and name the configuration package (e.g with the version number, date etc.) and that can serve as a backup of your settings or help when setting Reaper up in other computers.
