Midi notes in midi editor and item FX

I have just spent and hour trying to find out why the notes and piano roll keys do not sound on all items on one track I am trying to edit in the midi editor.

I compared it to other track and items and discovered that in tracks where there are FX in the TCP they all sound but if FX are only item FX, notes do not sound.

I wonder if this is intended or if there is something I am missing.
I do realise this may be to do with the order in which things happen, being midi but.....

I did search the forum but could find nothing specific.

I settled for splitting the items onto separate tracks and putting the FX in the TCP, which is fine but left me curious.
