If the name of the folder is wrongly named it won't work.
reaper_plugin_control_surface_generic_presets
if you edit the file nanokontrol.json it should start with these lines

I finally was able to get Reaper to recognize the Surface Preset. The mistake I had been making was that I had copied the files nanokontrol.json and nonkontrol2.json out of the folder called reaper_plugin_control_surface_generic_presets into the my computer's Plugins folder.
But what I should have done was copy the whole folder reaper_plugin_control_surface_generic_presets into my computer's Plugins folder.

So I am guessing that things will NOT work properly with Nanokontrol 1.
Shame.... my two and my Nanopad 1 are still working fine after several years work using them.

Error opening MIDI inputs and outputs

A recent Windows update broke the drivers for my Korg Nanokontrol 2.
I got the Nanokontrol 2 working again by using the korg uninstallation app and removing lots of the midi devices (none Korg midi devices). Upon reboot the Nano-Kontrol was usable again.
As far as I remember the Korg has a pathetic software limitation where inexplicably it has to work on one of the first 9 midi entries (despite other midi items working happily beyond that).
The recent Windows update had moved the korg up the channels which is what happens with some major Windows updates. so you have to be wary if you have multiple midi devices plugged into windows.
All the other midi devices worked correctly immediately. They were unaffected by the Windows updates, and their performance was unaffected buy being switched around.
