Default Reaper VU Meter and Klanghelm VUMT discordance?

Hi

I've been using reaper's JS: VU Meter. Recently I purchased Klanghelm's VUMT https://klanghelm.com/contents/products/VUMT/VUMT.php

However, these two shows different values. Reaper's JS: VU Meter matches the MCP's dbFS values. VUMT's reading is way lower than that. My VUMT's calibration value is set at -18 db. When JS: VU Meter shows -9.0 db, the VUMT shows -7 db(since calibration is -18, the actual value would be -25 VU).

Which one is right? How am I supposed to interpret these two?

The JS VU meter is not a VU meter, it is a peak/RMS meter in disguise.
