Windows: integrate main menu into window frame

So to reduce at lest 15px of screen size it would be nice if menus can be integrated just like some modern apps. And yes, in that case REAPER version name, project name and owner is just a wasting of screen space. Although as on the screenshot it can be shown if there is enough available space.

Blender is probably a not good example, because it uses custom non-OS GUI. But browsers, for example, use OS's windows. It would nice, yes.
