Default Mapping a continous volume knob

Is it possible to map a continuous volume rotary knob from a dell keyboard to control the playback cursor?

try the bidule demo's "HID interface" component, or maybe Glovepie?

If you don't get anything in the Reaper keyboard shortcut learn dialog for the volume knob, there isn't really anything you can do within Reaper. (But even if some message that Reaper accepts is sent from the knob, it might not contain the extra information needed to adjust any parameter in Reaper.)
