Limiter not limiting?

I'm using the Jesusonic limiter on the master channel in Reaper at 0 db, and I'm still getting small peaks above that (0.3, 0.5, 1.2, stuff like that). Looking at the effect code, I don't really see how that's possible...anything < -1 or > 1 should be attenuated.

Thoughts?

Is that the one that someone said would cause distortion if pushed very far? There are sufficient good VST ones around that I've never used it much.

It does distort if you push it too hard. I've got another limiter on there, too, but peaks are still getting by. Just wanted a low rent 0 db cap...
