edit: sorry, 'icons', have not put that into the correct box of my brain ;-) - but, just tested, XnView is able to convert to *.ico.

If you are running Windows7 (or above)... MS Paint will convert .bmp to .png files. Look in the 'Accessories' section of the Start menu.

dont use any specialised programs (one trick ponies) for this, use programs that do all what you can ever imagine and are slick and slim: XnView and/or IrfanView. both are freeware and work since day one when computers were invented. sort of ... :-))

There are several online converters which will convert directly from bitmaps (or anything else) to icons. I use this one:-

GIMP does everything imagewise.

^^^^^^ +1

Yeah, just get Gimp and you then have an image editing program which will let you do all the manipulations as well as conversion.

A lot cheaper than Phot*shop ... ie free!

Gimp surely has a lot of good features. For something maybe a bit easier to use but not a toy either, Paint.NET is also a good option.

ya know, there are icons and icons and icons...

icons for the desktop are one kind
instrument icons in reaper are another
toolbar icons in reaper are another and require a more specific layout of the images in the png [certain size and usually a 3 state set of panels for normal, rollover and clicked...
then there are icons like Elvis

some of these do require more than a conversion... so something like gimp or photoshop or some other paint program would be wanted.
