Default Rendered audio VU level

I've been holding off asking this question because I'm afraid it's another one of those selective, personal preference, kind of things, but here goes.

A couple of weeks back I was watching some of Kenny's videos and I noticed in a few cases, when rendering, the VU meter that appears in the window when the audio was rendering would occasionally go into the red.

Typically what I do when I render, is I adjust the Master Track volume slider to get the highest output level without going into the red.

Is there a best practices or rule of thumb on setting the proper VU level when rendering audio, or is it just another one of those things that depends on what you're trying to accomplish?

Just don't clip the meters. But sometimes when rendering to mp3, you'll see some peaks clipping even if there were none on the master. It's a weird thing I don't quite understand.
