+1. REAPER has so many options in the Preferences—this should be one of them.

This one should be saved in the .RPP rather than preferences (I guess), but thanks for the +1!

At the moment Reaper doesn't even remember horizontal scroll position when changing tabs. Try it. Open a project with enough tracks to need scrolling. Scroll to the end, or at least some distance to the right. Then open a new project tab. Close this, and the original project is now scrolled all the way back to the left again. I would almost go so far as to call this a bug.

I don't think it's a bug, it's just that REAPER's Mixer window is global. Of course they could devise a mechanism to store and recall the Mixer position but the mere absence of such mechanism is a design choice (even if poor) or an oversight or neglect rather than a bug.
a script has been added to ReaPack
Code:
(Re)Store Mixer scroll position per project
this could potentially tide you and everyone else over until there's a native feature

I don't understand what REAPER's Mixer window is global means, but it doesn't matter. Years ago people were asking for the vertical scroll position in the TCP to be remembered, and that got done, eventually. Isn't the TCP window global too? Having said "A" it's way past time to say "B".
* Includes feature branch: Remember horizontal scroll position in the MCP
took its ticket and started waiting in the queue quite a while ago, and I'm sure at least some of the - at last count - 14(!) "Includes feature branch"-es have pushed in without so much as an "excuse me". Come on devs! Over here! Yoo-hoo!

I didn't catch the time when vertical scroll state was global too, didn't know this had ever been a problem.
But if this can be scripted this certainly can be done natively.

Indeed TCP window is global, it's evident from the fact that its width is the same across all open project tabs.
So to the feature request i'd add TCP width per project. This one is not as easy to script.
BTW, another thread: Mixer state per project?
