Default Playback "freeze" cursor won't move

I get a feeling this is an old problem. Suddenly, after the most recent (writing 6-20-19) Reaper update, and a less-recent Windows 10 update from a few days ago, I have chronic playback non-function. After 1 or 2 successful passes after I boot up Reaper, I hit spacebar and it says it's playing but the cursor isn't moving, nothing happening. Sometimes if I go to my web browser and fart around for a few minutes and come back, playback works again, but only for a couple of passes, then the problem returns. I get a sense that it's related to audio driver and/or block size, which is a whole 'nother hairball in my case. But when I switch those around, nothing helps. The cursor line gets a bit thick and just sits (see attached png) thx!!

Default Yes, seriously

This playback thing has stopped my work completely. I can't do a damn thing I'm on an old-ish but decent desktop (core i7 3.4 GHz, 10GB RAM) running typical Windows 10, updated, little else but Adobe CC software on it. Using a cheap Behringer UMC404 interface (shush!). ASIO4ALL works poorly on this pc so I'm using WaveOut because it's been the most reliable. I remember this playback freeze happening with Reaper about 4-5 years ago on a diff pc... May the 12 Lords of Kobol free me of this misery.

Usual guess work about errors -
If I were you I would carefully install a clean Reaper (portable) and then latest driver for Behringer interface...that way you could start troubleshooting issue.Good thing is with that method you can just leave your main Reaper install unaltered ,until you have established what is the root cause.
I have recently had Windows 10 64-bit updated,I use 32bit Reaper (latest version) no issues there that I have noticed.I do have a failing HDD which caused the whole rig to lock up from time to time but Windows file system has repaired itself and bridged the problem for now.

Thanks! I will try a 32-bit install of Reaper. I haven't done anything custom to it, so no biggie. Will also update the Behringer driver. I've noticed that the issue is only happening on a new project with only 3 tracks, all audio (via Behringer). I'm not very computer-y so I appreciate the direction.
